Two oil refineries to come up in Trinco, H'tota

The Petroleum Resources Development Ministry will construct two oil refineries in Trincomalee and Hambantota with the technical and financial commitments from China and India, the Daily Mirror learns.

A reliable Ministry source on condition of anonymity told the Daily Mirror yesterday that the Trincomalee refinery with a capacity of 200,000 barrels per day would be constructed in association with India while Hambantota refinery will be built with china’s assistance.

“Minister Chandima Weerakkodi will visit the two countries soon to initiate discussions at which a final decision will be taken on the capacity, the total cost, the financial commitment from each country and the time of commissioning. However, the output of both refineries will be mainly for export,” he added.

Meanwhile, the Petroleum Resources Development Ministry is in the process of setting up a training centre at the Sapugaskanda oil refinery for professionals for the petroleum industry in association with the Colombo University.

Sri Lanka will produce technicians and engineers to meet the requirements the oil industry from this training centre. Such positions are in high demand in the international market offering high salaries.

Four major roads in Colombo being renovated - CMC

Four major roads in Colombo Jampatta Street, Cambridge Place, Guildford Crescent and Thurstan Road, were being renovated at the moment, the Colombo Municipality said.

“We are making the pavements, drainage system, street lights, re-marking the lanes and landscaping. We have completed most of it but we have halted the process down Thurstan Road because the development project has not been completed,” Colombo Municipality Commissioner V. K. A Anura said.

Park Road and Kirula Road will be next in line for renovations while measures are being taken to widen Purwarama Road. “We are in the process of acquiring land in the area.

The Purwarama Temple has agreed to allow the widening and we will initiate the project soon,” Guruge said. (Nabeela Hussain)

"සුහුරුපාය" දක්වා අතුරු මාර්ගයක්


බත්තරමුල්ල මංසන්දියේ පවතින දැඩි මාර්ග තදබදය සැලකිල්ලට ගෙන පොල්දූව මංසන්දියේ සිට "සුහුරුපාය" පුද්ගලයන් ලියාපදිංචි කිරීමේ දෙපාර්තමේන්තු ගොඩනැගිල්ල දක්වා ඉදිකරනු ලබන අතුරු මාර්ගය උඩුමුල්ල මංසන්ධිය දක්වා දීර්ඝ කිරීමට රජය තීරණය කොට ඇති අතර ඒ සඳහා රුපියල් මිලියන 250ක් වෙන් කොට තිබේ.

මෙම ව්‍යාපෘතියේ මුල් අදියර වන පොල්දූව මංසන්ධියේ සිට "සුහුරුපාය" පුද්ගලයින් ලියාපදිංචි කිරීමේ දෙපාර්තමේන්තු ගොඩනැගිල්ල දක්වා ඉදිකිරීමට කැබිනට් මණ්ල අනුමැතිය අනුව නාගරික සංවර්ධන අධිකාරියෙන් රුපියල් මිලියන 167ක් ද මහනගර හා බස්නාහිර සංවර්ධන අමාත්‍යංශ "සුඛිත පුරවර" වැඩසටහන හරහා රුපියල් 400ක් ද වෙන් කොට ඇත.

රජයේ ප්‍රතිපත්තිමය තීරණයකට අනුව කොළඹ නගරය තුළ පිහිටා ඇති සියලු රාජ්‍ය ආයතන බත්තරමුල්ල, ශ්‍රී ජයවර්ධනපුර කෝට්ටේ පරිපාලන නගරය තුළ ප්‍රතිස්ථාපනය කිරීමට යෝජිතව ඇත. මේ අනුව බත්තරමුල්ල හා තදාසන්න ප්‍රදේශවල කඩිනම් දියුණුවක් සිදුවෙමින් පවතින අතර ඒ සඳහා අවශ්‍ය මාර්ග ගමනාගමන වැනි යටිතල පහසුකම් සැපයිය යුතුව ඇත.

මෙම කඩිනම් සංවර්ධනය සැලකිල්ලට ගෙන නාගරික සංවර්ධන අධිකාරිය මගින් බොරැල්ල - කඩුවෙල මහාමාර්ගයට සමාන්තව තවත් මාර්ගයක් යෝජනා කර ඇත. තවද, කැලණි පාලමේ සිට පිටත වටරවුම් මාර්ගය දක්වාද මාර්ගයක් යෝජනා කර ඇත. මෙම මාර්ග පද්ධිතයේ ප්‍රථම අදියර ලෙස කිලෝමීටර් 4ක් දිග මාර්ගයක් පොල්දූව මංසන්ධියේ සිට කොස්වත්ත මංසන්ධිය දක්වා යෝජනා කර ඇත. මෙම මාර්ගය මගින් විගණකාධිපති දෙපාර්තමේන්තුව, ජන හා සංඛ්‍යාලේඛන දෙපාර්තමේන්තුව, සුහුරුපාය ගොඩනැගිල්ල, වෝටර්ස් එජ් හෝටලය, මහාමාර්ග අධිකාරියේ ගොඩනැගිල්ල හා සෙත්සිරිපාය අදියර 111 යෝජිත ගොඩනැගිල්ල සඳහා පහසු ප්‍රවේශයක් ලබාගත හැකිය.

The government intends to sign the agreement with China on the proposed Special Economic Zone (SEZ) in Hambantota before the year-end, Development Strategies and International Trade Minister Malik Samarawickrama said. The Chinese SEZ would be implemented in three stages, he told the Daily News adding that the government would employ 400,000 directly or indirectly in its initial stages.

The government hopes to initiate 2,400 projects within the Chinese SEZ, the minister said, emphasising that the zone, although managed by Sri Lanka and China, would not be restricted to Chinese investors but open to other investors as well.

Earlier this year, China expressed interest in acquiring 15,000 acres for a SEZ they hoped would create one million jobs. The request elicited a positive response from the Sri Lankan government, which recently unveiled ambitious plans for a comprehensive development programme in the South.

Last week, the government revealed a public-private partnership (PPP) with China Merchant group - a USD 1 billion debt-for-equity swap that would ease some of the burdens on the debt-strapped government.

Foreign Affairs Deputy Minister Harsha de Silva said the first phase of the proposed PPP with China Merchant would begin in January 2017, and will utilise an initial area of 15 square km around the currently unused port.

China has also informed the government of its willingness to invest in an LNG Power plant, a refinery, a cement factory and dockyard, at a total investment of approximately USD 8 billion in Hambantota, the deputy minister said.

Sri Lanka could attract 2,500 Chinese companies: CB Chief

ECONOMYNEXT - China has indicated that up to 2,500 companies looking to invest abroad could invest in Sri Lanka if the island can create an enabling environment Central Bank Governor Indrajit Coomaraswamy said.

"They have said they can bring somewhere between 2,000 and 2,500 companies if we are able to absorb it," Coomaraswamy told a meeting of Sri Lanka Ceramics Council, an industry body.

"This is because their costs are going up in South China and they are shifting capital, and we are one of the countries they are willing to use as a base."

Coomaraswamy said Hambantota in the South of the island could be a city of 300,000 to 400,000 population city in the next 5 to 10 years, benefiting people in Moneragala and Uva areas, which are among the least developed in the region as well as the Southern Province itself.

China had wanted 15,000 acres to set up industrial zones in Hambantota in and it wants to take control of a port and airport in the area build with Chinese debt that the government is unable to service.

Sri Lanka has been chosen as a location to build a 'Silk Road Station' on China's 'One Belt One Road' initiative. Sri Lanka is located on a so-called ancient East-West Maritime Silk Route.

Sri Lanka had good government-to-government relations with capital surplus countries in the East like China, Japan, Korea and Singapore, which could be used to draw foreign direct investment, he said.

"What is different about these countries compared to some other like Western countries is that in those countries if the government decides that it wants to assist a country, it is able get its companies to come and invest," Coomaraswamy said.

Sri Lanka cannot 'sit back' and expect the investments, but had to create an enabling environment by improving customs procedures, logistics and land, he said.

Makumbura Multi-Modal transport hub under construction

The tender documents for the construction of the integrated bus and railway terminal at the Makumbura interchange have been submitted to the Cabinet for evaluation, the Urban Development Authority (UDA) said yesterday.

UDA Project Director Priyani Navaratne said that they were planning on commencing construction by June this year.

Navaratne said they had completed the land development in the 1.2 hectare land and would be constructing a two storey building to facilitate the project.

“It is to have a bus station and air conditioned waiting area in the ground floor and food outlets with public convenience facilities in the first floor. A parking area for taxis will also be constructed,” she said.

She said that the Maalapalla railway station would be shifted to the railway land adjoining the 1.2 hectare land in Makumbura. The bus terminal would be connected to the railway station by a bridge from the first floor of the two storey building to the railway station, she said.

“Along with the construction of the bus and railway station we will be carrying out the development of the internal roads in the Makumbura area to facilitate the Makumbura Interchange Township Development Project. The UDA is carrying out the design and planning of these roads together with the RDA,” she said.

Navaratne said that they hoped to open the bus terminal by early next year.

“The project is being done on eight hectares of abandoned paddy field acquired by the UDA. From the eight hectares 1.2 hectares will be utilized for the construction of the Multi Modal Centre. The remaining land will be utilized for a mixed development project involving the construction of hotels, shopping complexes, residential and commercial units, cinemas and other public convenience facilities under the Makumbura Interchange Township development project,” she said.

Navaratne said that basic approval for the five year project had been obtained and would be funded by the Treasury and private organizations.
