ශ්රී ලංකා රජය වෙනුවෙන් මුදල් හා ජනමාධ්ය අමාත්යාංශයේ ලේකම් ආචාර්ය ආර්.එච්.එස්. සමරතුංග මහතා සහ කෘෂිකාර්මික සංවර්ධනය සඳහා වු ජාත්යන්තර අරමුදල වෙනුවෙන් එහි සභාපති ගිල්බට් එෆ්. හොන්බො මහතා ඇ.ඩො. මිලියන 33.7ක මූල්ය ගිවිසුම වෙනුවෙන් පසුගියදා ඉතාලියේ රෝම නගරයේ දී සිදු කෙරිණි.
මෙම වැඩසටහන රාජ්ය, පෞද්ගලික හා ජනතා සහයෝගීතාව පදනම් කොටගෙන නිර්මාණය වූවකි. සුළු ගොවීන්ගේ ආදායම ඉහළ නැංවීම, රැකියා අවස්ථා උදා කරලීම හා ග්රාමීය ප්රදේශ වල ගෘහස්ථ පෝෂණ මට්ටම ඉහළ නැංවීමට උපකාර වන පරිදි කෘෂි නිෂ්පාදන සැකසීම, බෙදාහැරීම හා වෙළදපොල යනාදියෙන් සමන්විත ව සුළු ගොවීන් සඳහා කෘෂි ව්යාපාර අගය දාම සංවර්ධනය කිරීමට මෙහි දී සැලසුම් කොට ඇත .
ජීවනෝපාය සංවර්ධනය හා ව්යාපාර අවස්ථා පුලුල් කිරීම තුළින් ග්රාමීය දිළිදු පවුල් 57,500 ක් සඳහා ආර්ථික හා ආහාර සුරක්ෂිතතාව ඉහළ නැංවීමට මෙම වැඩසටහන හරහා අවකාශ සලසනු ඇත. කාන්තා හා තරුණ පිරිස් සඳහා පෞද්ගලික හා එක් එක් පුද්ගලයින් සහ පෞද්ගලික අංශය අතර අන්යෝන්ය සහයෝගීතාව නැංවීමට උපකාරී වන මූල්ය හා ව්යාපාර පුහුණු කිරීම් සඳහා ද මෙමඟින් පහසුකම් සැලසේ.
මූල්ය ආයතන, පෞද්ගලික අංශය, ප්රතිලාභින් හා රජයේ සහයෝගීතාවය සහ කෘෂිකාර්මික සංවර්ධනය සඳහා වු ජාත්යන්තර අරමුදලේ ඇ.ඩො. මිලියන 33.7ක මූල්ය දායකත්වය ඇති ව වසර 06 ක් පුරා ක්රියාත්මක වන මෙම වැඩසටහන සඳහා වූ මුළු ඇස්තමේන්තු ගත මුදල ඇ.ඩො. මිලියන 105 (ශ්රී ලංකා රුපියල් බිලියන 17) කි.
මෙම වැඩසටහන ජාතික මට්ටමෙන් ක්රියාත්මක කිරීමට නියමිත අතර ඉහළ කෘෂි නිෂ්පාදනයක් සඳහා විභවතාවයක් ඇති සහ අඩු ආදායම් සහිත දිස්ත්රික්ක වල ග්රාමීය දිළිදු පවුල් සඳහා ප්රමුඛතාව ලබා දෙයි.

President Mahinda Rajapaksa yesterday(17 August 2012) ceremonially inaugurated the Yan Oya Reservoir Project by launching the construction of the main levee of the reservoir across the lower side of the Yan Oya.
Speaking at the occasion, the President said the Government is committed to fulfil the aspirations of all the people in the country and has accepted the responsibility of providing enhanced livelihood to everyone following the end of terrorism.
The President said massive irrigation projects will be launched in each province in the country to boost agriculture and solve drinking water problems.
He said that measures have already been taken to provide housing to the people who lost their abodes due to the implementation of the Yan Oya project. The project, estimated to cost US$210 million, is 85 percent funded by China and the China CAMC Engineering Corporation will undertake the construction work.
Yan Oya Reservoir Project will boost agricultural production and inland fishery development benefitting the local economy and creating more employment opportunities for the local youth in the Northeast.
Under the project a 2.5 kilometre dam will be constructed at Angurugasweva across the lower side of the Yan Oya to build a reservoir with a capacity of 254 million cubic meters water. Water from the reservoir will be diverted to another major reservoir in Padaviya from which nearly 9,500 hectares will receive irrigation water.
The project would be capable of solving water problems for areas in the North Central Province including Kebithigollewa, Padaviya, Welioya, and Medawchchiya.
The project, expected to be completed in four years, is expected to benefit 10,000 farmer families and provide direct and indirect employment to 7,200 persons.

CICT voted Best Container Terminal in Asia under 4 million TEUs
Beats terminals in China, South Korea, Thailand, Indonesia and Philippines to win coveted AFLAS award

The CMPort managed Colombo International Container Terminals (CICT), the only deep water terminal in the Port of Colombo, has been voted the Best Container Terminal (under 4 million TEUs) in Asia at the prestigious Asian Freight, Logistics and Supply Chain (AFLAS) Awards hosted and organised by Asia Cargo News.
To win the coveted award, CICT competed with the top eight shortlisted terminals in the category, attracting worldwide attention to the capacity, capability and service levels it offers global shipping lines calling on Colombo.
The other terminals in the shortlist for the award were Busan New Container Terminal (South Korea), Da Chan Bay Terminal One (China), Dalian International Container Terminal (China), Fuzhou International Container Terminal (China), Jakarta International Container Terminal (Indonesia), Laem Chabang International Terminal (Thailand) and Manila International Container Terminal (Philippines).
The four finalists in the category were CICT, Busan New Container Terminal (BNCT), Jakarta International Container Terminal (JICT) and Manila International Container Terminal (MICT).
“We are naturally delighted to win this award, particularly because the winners were chosen not by a panel of judges but through the votes of customers and other stakeholders,” CICT CEO Mr Ray Ren said. “From inception, our focus has been on the development of the Port of Colombo into a leader in the region through enhanced capacity, greater efficiency, innovation and eco-friendly operations, and this award is an affirmation that CICT has achieved its goal in the relatively short period.”
Ms. Catriona Jayasundera, Head of Marketing and Commercial at CICT commented: “It was indeed a creditable achievement by any standard, given that CICT has been in operation for only three years.” She said CICT thanks its customers and all stakeholders who had voted in favour of CICT in the global poll for this award and for the confidence placed in the company. “We dedicate this prestigious award to ‘Team CICT’ whose commitment, dedication and team work made it possible,” she added. ”We also thank the SLPA for the critical role played in providing the supportive common user services efficiently, without which this achievement would not have been possible.”
CICT reported a throughput of 2 million TEUs for the 12 months ending 31st December 2016, achieving impressive YoY growth of 28 per cent in volume and enabling the Port of Colombo to register overall incremental growth in the three consecutive years since CICT came into operation. The incremental volume handled by CICT was one of the contributors to the overall throughput of the Port of Colombo growing by an estimated 11 per cent in 2016.
CICT is the first and currently the only deep water terminal in South Asia equipped with facilities to handle the largest vessels afloat. Over the past two and a half years, CICT has brought some of the largest vessels plying the Asia-Europe routes to Colombo, including MSC Maya (at 19,224 TEU the world’s largest container vessel), the MV Mogens Maersk (18,300 TEU), MSC New York (16,652 TEU), CMA CGM Marco Polo (16,020 TEU), YML YM Wondrous, Edith Maersk and EMC Thalassa Hellas (each 14,000 plus TEUs) and their sister vessels, which are all regular callers at CICT.
CICT has been responsible for several firsts in service innovation and eco-friendly operations in the Port of Colombo. In early 2016, the company launched a US$ 10 million programme to convert its fleet of diesel operated rubber-tyred-gantry cranes to electricity driven rubber-tyred gantry cranes (E-RTGs) which have zero carbon emissions. CICT is also the first terminal in the Port of Colombo to introduce electronic boat notes, breaking new ground in efforts to reduce paper in export documentation, as well as the first to launch a mobile app for the purpose of keeping track of containerised cargo at the terminal.
In 2016 CICT won the prestigious ‘Highly Commended’ award in the ‘Port Operator’ category at Lloyd’s List Middle East and Indian Subcontinent Awards, and was cited as one of the factors in its parent company – China Merchants Port Holdings (CMPH) – being adjudged Port Operator of the Year at the Lloyd’s List 2016 Global Awards.

Port City a vital cog in China's OBOR initiative: CHEC
The Colombo International Financial City (CIFC), formally known as the Colombo Port City, would play an instrumental role in China’s One Belt and One Road (OBOR) initiative because of Sri Lanka’s strategic location on the maritime silk route, the CHEC Port City Colombo (Pvt.) Ltd. said.
Liang Thow Ming, the Chief Sales and Marketing Officer of the CHEC Port City Colombo (Pvt.) Ltd., told a Sri Lankan media delegation at the CHEC office in Beijing, China on Tuesday that the CIFC fulfils the needs and the aspirations of both China and Sri Lanka.
“Where China is concerned, we have the OBOR initiative and Sri Lanka is right in the middle of the maritime silk route. Therefore, CIFC plays a vital role there. Where Sri Lanka is concerned, it is looking at massive infrastructure investment and development in order to reinvigorate and uplift the economy,” he said.
He assured those present that though the project had suffered a setback by getting delayed by a year due to the suspension of operations in March 2016, it would be completed by 2041, giving Sri Lanka a world class city for South Asia.
He said that they want to lift Colombo to the same level of top metropolitan cities in the world. “We want to put Singapore in Colombo or Dubai and maybe Tokyo. That’s what we are trying to do,” Mr. Ming said.
He said the CIFC project was an investment amounting to US$1.4 billion just for land reclamation and construction.
In terms of tourism, Mr. Ming said they were expecting to make Colombo a stopover destination for tourists by luring them to the CIFC. “Colombo is not a stop-over destination for tourists at the moment. They bypass it most of the time. When tourists arrive in Sri Lanka, they can visit so many other parts of the country but most don’t want to see Colombo,” he explained.
The reclaimed land of the CIFC would be separated into five precincts; Central Park Living with a channel and open areas, Financial District, International Island, The Marina and Island Living.
Mr. Ming said that they were also creating a lagoon, 300 metres in width, adjacent to the Galle face Green, making it safe for people to swim in.
Though the breakwater creation had been affected by the work suspension suffered by their company, the reclamation of the land taking place was on schedule and 45 per cent of the work had already been completed as of now, he said. (Lahiru Pothmulla in Beijing)
