    Sri Lanka to get US$100mn for science education, innovation

    ECONOMYNEXT – World Bank Group is considering lending Sri Lanka $100 million to expand higher education including increasing enrollment in priority areas for economic development like science, engineering and mathematics, and promoting innovation.
    The loans will be from the International Development Association (IDA), and the International Bank for Reconstruction and Development (IBRD) of the World Bank for the Accelerating Higher Education Expansion and Development (AHEAD) Operation.

    A Finance Ministry statement said the proposed programme aims to increase enrollment in higher education programmes that are important for an aspiring upper middle income country.

    It also aims to “develop the higher education sector in areas of vital importance for future economic development such as modern teaching and learning that blends academic achievement with good socio-emotional skills and a vibrant research and innovation culture that supports the expansion and growth of higher-value industries and services.”

    AHEAD focuses on three result areas. One is increasing enrolment in higher education in priority areas for economic development like Science, Technology, Engineering and Mathematics, known as STEM. The second is improving the quality of higher education, and third is promoting research, development and innovation, the statement said.

    The project will be implemented by the Ministry of Higher Education and Highways throughout the period of 2017-2022.

    Depending on the availability of World Bank funds to Sri Lanka, it has been proposed to obtain two financing facilities from IDA and IBRD.

    One is a ‘Credit of Special Drawing Rights’ (SDR) being the equivalent of $33 million from the International Development Association and the other a credit of $67 million from the International Bank for Reconstruction and Development.

    The financing and loan agreements were signed on Monday at the Ministry of Finance by R. H. S Samarathunga, secretary to the Ministry of Finance and Mass Media on behalf of the government of Sri Lanka and Idah Z. Pswarayi-Riddihough, Country Director for Sri Lanka and the Maldives, on behalf of the World Bank.(COLOMBO, July 17, 2017)

    Reconstruction work of Kochchikade Bridge project in full swing

    The reconstruction work of Kochichikade Bridge across Mahaoya River on Peliyagoda – Puttalam road (A3) proceeds in full swing as scheduled by Access Engineering PLC.

    The Paliyagoda-Puttalam road is a trunk road linking some of the principal districts and provincial centres in the country and Mahaoya River is one of the largest perennial rivers which has over 130 km length. The existing bridge across the river was constructed around 1936 and has not been rehabilitated for years. Recognising the vital rehabilitation work required for the said bridge, Road Development Authority initiated a project together with the financials aids from the Government of Austria together with Bilfinger MCE GmbH of Austria and Access Engineering PLC with the objective of widening the bridge with four traffic lanes replacing the existing steel bridge that causes severe traffic congestion and difficulties for safe pedestrians’ movements.Untitled-2

    The scope of the project is to construct a 105 m long, 3 span bridge with spans of 30 m, 45 m and 30 m. The proposed bridge is 19 m wide and has two separate carriageways. Each abutment of the bridge comprises of 11 nos of bored piles and each pier comprises 10 nos of bored piles. All the piles are of 1.2m diameter and around 21 m in length. The approximate lengths of approach roads to be built newly will be 140 m towards Negombo and 110m towards Chilaw.

    “As the development is progressing in the middle of a highly congested urbanity, whilst either ends of the bridge belong to two separate provinces, steering the construction work with minimum disturbance to the traffic movement and the surrounding is highly challenging. Yet we anticipate to see the project comes to fruition very soon, as upon the completion, the bridge will bring multiple benefits to the community,” said W.R.P. Chandimal Kumara; Project Manager of the construction of Kochchikade Bridge Project.

    Mitigation begins at Sri Lanka's Iranian-built Uma Oya hydropower tunnel disaster

    ECONOMYNEXT - Work on mitigating an environmental disaster from a tunnelling by a turnkey Iranian contractor on a hydro-electric project in Sri Lanka's Uma Oya river has begun, a government ministry said.

    Sri Lanka's ministry of Mahaweli Development and Environment said sealing of an acquifer breached by a tunnel has begun under the advice of a Norwegian expert.

    Iran's FARAB Energy and Water Project Company, which was given the turnkey contract during the ousted Mahinda Rajapaksa administration has been unable to seal the water pouring in to the tunnel, resulting in ground water in the area drying up and houses collapsing.

    The tunnel boring machine, from Germany's Herrenknecht, used by FARAB had lacked the necessary accessories to safely bore and seal the tunnel wall.

    Following advice from a Swiss expert, Herrenknecht is flying the parts to Sri Lanka and they are expected to reach the dam site in the next two days, the statement said.

    More than 600 houses have been damaged and entire villages left without water. However Sri Lanka is in the grip of a severe drought and it is not clear to what extent the drought is contributing to the problem.

    Each day 120,000 litres of water was being transported by tankers from four kilometres inside the tunnel and distributed to water less villages.

    Major protests have erupted in the area and there have been calls to abandon the project, which is a multipurpose project involving irrigation and power generation.

    Reports said the project originally envisaged diversion of water to Hambantota, the home constituency of ex-President Mahinda Rajapaksa.

    The project was originally expected to be financed with a 450 million dollar credit from Iran and 250 million dollars from Sri Lanka.

    State Minister of Mahaweli Development, Mahinda Amaraweera was quoted by state-run Daily News as saying that Iran had provided a 50 million loan in 2008 but funding had later dried up and Sri Lanka's government had provided the balance.

    The project was now estimated to cost 80 billion rupees and 67 billion rupees had already been spent.

    There have been charges that feasibility and environmental impact assessments and monitoring was sub-optimal or that the contractor had not taken sufficient care to safely bore the tunnel considering the geological conditions in the area.

    Some of the consultancy work was done by the Central Engineering Consultancy Bureau, a Sri Lanka state-run company.

    Environmental activists have claimed that problems from the projects and tunnel collapses and water leakages were evident as far back as 2014 but early action was not taken.


    During the ousted Rajapaksa administration public protests were not common, and the military and other methods were used to put down protests according to critics. (Colombo/July20/2017)
