The Government yesterday decided to award a project to construct a new bridge over the Kelani River to a Japanese-Sri Lankan joint venture company.

The Cabinet approved a proposal by Highways Minister Lakshman Kiriella to award the contract for the construction of the bridge to successful bidder SMCC-SANKEN JV, a joint venture between Sumitomo Mitsui Construction Ltd. and Sanken Construction Ltd.

In 2014 Sri Lanka received a loan of Japanese Yen 35,020 million from the Japan International Cooperation Agency (JICA) for the project, where a 380-metre-long six-lane bridge across the Kelani River and its approaches was to be constructed. However, as the funds through the loan were deemed inadequate for the construction of the new Kelani Bridge and its approach roads, the Department of National Budget will be providing additional financing throughout the four-year implementation period.

The conditions of the loan included a clause that the prime contractor is to be from Japan with the provision to award the contract to joint ventures provided that the nationality of the lead partner was Japanese while the other party could be either Japanese or Sri Lankan. Only three bids were received for the job, but following Technical Evaluation Committee (TEC) evaluation only two bids were found substantially responsive to the requirements of the bidding documents, Cabinet was told.

Following evaluations by the TEC on price bids, the lowest substantially responsive bid has been submitted by SMCC-SANKEN JV at a bid price close to 35% lower than the Engineer’s Estimate, Minister Kiriella said in his proposal.

Massive electric train project to begin this year

The Transport Ministry has shortlisted six countries to call for tenders for an electric train project due to begin this year, Ministry Secretary Nihal Somaweera said. Under the project estimated to cost US$ 600 million, a track of 158km will be developed covering the areas between Panadura and Polgahawela, Fort to Negombo and the Kelani Valley line.

Mr Somweera said tenders would be called from companies from Japan, South Korea, France, Australia, Spain and China and the entire project would be allocated to one of them. The project would involve building platforms, installing ticket machines, establishing a security fence along the track and providing engines and compartments, he said. The control system also would be modernised.

A feasibility study for the project costing US$ 30 million was completed before deciding on shortlisting the countries, the secretary said. He said the the project was being funded by the Asian Development Bank (ADB) and was scheduled to be completed in about three years.

මෙහි පළමු අදියර යටතේ වයස අවුරුදු 15 සම්පූර්ණ වූ අලුතෙන් ජාතික හැදුනුම්පත් අයැදුම් කරන්නන්ට මෙන්ම නැතිවුණු අයැදුම්පත් හා සංශෝධන අයැදුම්පත් සඳහා නව ජාතික ස්මාර්ට් හැඳුනුම්පත ලබා දෙන බව දෙපාර්තමේන්තුව කියා සිටි.

දෙවැනි අදියර යටතේ 2018 වසරේ සිට මේ නව ජාතික හැඳුනුම්පතට ඇගිලි සලකුණ හා ඡායාරූපය සමඟ ජීවමිතික දත්ත ඇතුළත් කෙරෙන බව පවසන පුද්ගලයන් ලියාපදිංචි කිරීමේ දෙපාර්තමේන්තුව ඒ සඳහා ග්‍රාම නිලධාරීන් මගින් ජාතික පුද්ගල නාම ලේඛන රටපුරා සකස් කරන බවද පවසයි.

ජීවමිතික දත්ත සහිත ස්මාර්ට් ජාතික හැඳුනුම්පත දැනට ජාතික හැඳුනුම්පත් හිමි මිලියන 16කට නැවත ක්‍රමානුකූලව අලුතින් ලබා දීමට නියමිත බවත් මේ සමගම ව්‍යාජ හැඳුනුම්පත් සැකසීම හා හැඳුනුම්පත හා සම්බන්ධ වංචනික ක්‍රියා මුළුමනින්ම නතර වනු ඇති බවත් පුද්ගලයන් ලියාපදිංචි කිරීමේ දෙපාර්තමේන්තුවේ කොමසාරිස් ජනරාල් වියානි ගුණතිලක මහතා අවධාරණය කරයි.
