The new addition to Colombo by reclaiming the sea will soon be upon us.
After renegotiating the Port City agreement by replacing the clause to sell outright 50 acres right in front of the Presidential Secretariat with title deed and sovereign rights to the Chinese developer (as per the previous government agreement) to where the said land would only be leased as every other selected plot (plots will be divided between GOSL and developer) to be managed by the to be soon established joint estate management company with GOSL, UDA and the developer holding stake, the project is moving ahead rapidly. Note that this is an equity investment and not a loan; so there is no repayment of any sort. All other issues wrt to environmental, security and legal have also been sorted out by both sides.
I have now been entrusted with finalizing the legal, regulatory and incentive infrastructure of this new entity as the Chairman of the Steering Committee consisting of a dozen top experts in the country. I consider it a privilege and hope to have the job completed soon.
