    If you really want to put even a small dent in reducing our imports, how about the govt putting an immediate (and at least temporary) ban on:
    - issuing new car permits
    - bringing in any vehicle that hasn't already been ordered with a permit (basically make all permits null and void immediately)

    That will reduce the import bill.

    Why? Because NO RICH PEOPLE pay the proper taxes to bring in luxury vehicles - they ALL buy permits from the likes of you who grant themselves permits with impunity (and grant to others to keep everyone under your dirty thumbs).

    I've repeatedly called dealers and asked about buying expensive cars (e.g. a Porche SUV) so I can find out about permits and they ALL say they can get whatever permit and save me Rs. 5-10 million on the non-permit price. They do it openly.

    I called (a month ago) recently about a Honda CRV and even the agent (Stafford Motors) said the same thing. That needs a Doctors permit and its available "freely" per multiple importers for Rs. 2.35M. Net result: I save Rs. 1M, the bloody doctor gets Rs. 2.35M, public loses Rs. 3.35M, dealer makes money and EVERYONE IS HAPPY, *except* for the country.

    5 years ago I bought my parents a car. They had never had a brand new car (actually not true; my father had bought a Ford something in the late 50s as a young army officer for Rs. 3000 [yes that's not a mistake]) and I wanted to buy them one. I bought them a Mercedes and *wanted* them to get the experience of a dealer purchase - you know where you actually buy it from the people who make it. We went to DIMO, saw a black Mercedes C200 and they liked it so I gave Rs. 10.8M and bought it. I was out of the country for about 3 weeks after that and damned DIMO took like 6 weeks to get the thing registered and so they can use it.

    They're now selling the car and looked the papers - apparently the *agent* had brought the car under someone else's permit (it said some guy who's title was an Army Engineer .. I know many engineers in the Army and they don't get permits!) and then sold the car to my parents WITHOUT telling us that it was a car brought under a permit. DIMO *lied* to me and my parents - and I like a fool trusted that if you walk into the car dealer, the legal agent of the brand, and you buy a car at the price they tell you that then its a car where you are the owner of the car directly from the manufacturer. Oh and that's why it took them damned long to get it on the road.

    A few months ago I called a number in the Sunday HitAd which said permits wanted. I pretended to be an agent for an MP. The guy asked provincial or parliament. I said parliament and then guy says "oh for that permit we'll give you Rs 12m cash". I said ok good and then he wanted more info like which MP etc. - I politely said "amathi thuma mata kiwwa eh wisthara danata denna epa kiyala" (MP told me not to share that info yet) and hung up. My kids (who were listening in because I called while driving and on speaker) were like you're crazy ;-).

    *THAT* is the reality of the system you idiots have set up. I know you Harsha and I feel bad to call you an idiot but fucking hell for you to go out and say with a straight face that rich people should stop importing cars is a damned joke!!!!!

    If you want to fix the system look in the mirror and STOP the car permit nonsense. RICH ain't paying the taxes idiots: only the poor are because there are no permits to bring in a 3-wheeler or a Tata Nano (whatever its future) or a Suzuki tiny thingie.

    Oh and then there's the tax free helicopters you idiots are allowing. Remember that? I called about that too once - and even got a quote for USD 1.5M to get a tax free helicopter. What's the reason for that gimmick - your friends needed to bring a helicopter so you said everyone can bring one for themselves?? Of course, if you can't afford bread, eat cake eh?

    කොළඹ දිස්ත්‍රික්කය නියෝජනය කරන රාජ්‍ය ඇමැතිවරයකුට ඔක්තෝබර් මස මුල් සතියේ යෙදී ඇති දින හතරක විදෙස් සංචාරයක් සදහා රුපියල් මිලියන 2ක් වැය කිරීමට එකී අමාත්‍යාංශය මේ වන විට කටයුතු
    යොදා ඇතැයි අගමැති කාර්යාල ආරංචි මාර්ග හෙළි කළේය.

    මෙම මිලියන දෙකෙන් අදාළ රාජ්‍ය අමාත්‍යවරයාගේ ගුවන් ටිකට් පතට පමණක් රුපියල් මිලියනයක් වැය කිරීමට සිදුව ඇති බවද වාර්තා වේ. ඔක්තෝබර් මස මුල් සතියේ එම රාජ්‍ය අමාත්‍යවරයා මෙලෙස විදේශ ගත වන්නේ බ්‍රිතාන්‍යයට සහ බංග්ලාදේශයටය. ඔහු බ්‍රිතාන්‍යයේ ලන්ඩන් අගනුවර රැඳෙන්නේ එක් දිනක් පමණක් වන අතර ගුවන් ටිකට් පත 'බිස්නස් ක්ලාස්' එකක් වන බවද ඉහත ආරංචි මාර්ග සනාථ කළේය. කෙසේ වෙතත් අදාළ සංචාරය එම රටවලින් සිදුකළ ආරාධනාවකට අනුව සිදුවන්නක් නොවන අතර සිදු කරන ලද ඉල්ලීමකට අනුව ලැබී ඇති සංචාරයක් බවද එම ආරංචි මාර්ග වැඩිදුරටත් කියා සිටී.

    ADB-Supported Elevated Highway to Improve Connectivity, Trade in Sri Lanka

    MANILA, PHILIPPINES (27 September 2018) — The Asian Development Bank’s (ADB) Board of Directors has approved a $300 million loan to help in the construction of about 5.3 kilometers (km) of elevated toll highway with related facilities between the New Kelani Bridge (NKB) and Galle Face in central Colombo in Sri Lanka. The new highway is expected to ease traffic congestion, improve connectivity, and facilitate trade logistics in the country.

    “Improved connectivity and infrastructure development are essential if Sri Lanka is to reach its potential as a trade and logistics hub in South Asia,” said ADB Senior Transport Specialist for South Asia Mr. Kanzo Nakai. “The new highway will help provide a direct link to the city center and the port from the Colombo–Katunayake Expressway through the NKB, improving connectivity and contributing to growth.”

    In 2016, the port of Colombo handled about 1.3 million 20-foot equivalent units (TEUs) of gateway container cargo, which could double to 2.5 million TEUs in 2030 as Sri Lanka continues to grow. The port, however, is only serviced by a four-lane, ground-level access road passing through its main gate, which intersects with Baseline Road, one of the busiest trunk roads in Colombo. This leads to serious traffic congestion in the city and holds back trade and mobility.

    The 5.3-km elevated toll highway to be built as part of the South Asian Subregional Economic Cooperation (SASEC) Port Access Elevated Highway Project will include related road facilities including an advanced electronic toll collection (ETC) system, which will eventually be installed on the entire expressway network. The project will also upgrade 1.4 km of the ground-level port access road from four to six lanes, while a maritime facilitation center will be constructed to provide better services to port users and relocate and gather the administrative and operational functions of the port, many of which will be affected by the construction of the elevated highway. The project also contributes to regional connectivity and trade, in line with SASEC’s goals.
