    China expects to invest US$ 5 billion in the Hambantota industrial zone in the next 3-5 years, creating 100,000 jobs in the country, Chinese Ambassador to Sri Lanka Yi Xianliang said.

    He was speaking during the opening ceremony for the industrial zone near the port city of Hambantota on Saturday (7).

    The government has signed a framework agreement for a 99-year lease of the Hambantota port with a company in which China will have 80-percent ownership. Officials also plan to set up the nearby industrial zone where Chinese companies will be invited to set up factories.

    We remember the assistance from Sri Lankan people and the government so that’s why any force negative or some other cannot stop the cooperation between China and Sri Lanka, assistance from China to Sri Lanka, he said.

    “Of course no force can stop the friendship between our two countries and the two peoples.”

    He stated that Sri Lanka is a most friendly country for China and that is why the island nation is a “priority” for the Chinese investments. Whatever the changes or the government, the ambassador said he believes the Sri Lankan people and the Sri Lankan government will welcome the Chinese investment.

    “I do believe this zone will be the most important economic activity for this government, for this country particularly for the Hambantota people.”

    “In the next 3-5 years, if everything is okay, I do believe at least 5 billion dollars is to be invested in this zone. Those projects can create at least 100,000 jobs in Sri Lanka,” Mr Xianliang said.

    ECONOMYNEXT - China plans to build a liquid natural gas fired power plant an oil refinery and a dockyard involving 4.0 billion US dollars at Hambantota Port, a senior minister had said.

    Sri Lanka is selling 80 percent of Hambantota Port to China Merchant Port Holdings, a state firm for 1.12 billion US dollars.

    Sri Lanka's Daily Mirror newspaper quoted minister for development strategies Malik Samarawickrema as saying that the investment will come within the next two to three years.

    The port has a 1,200 acre industrial zone around it.

    China is expected to invest a further 5.0 billion in industrial zones in Matara, Empilipitiya, Moneragala where up to 2,600 factories would be built.

    The zones will involve 15,000 hectares of land where around 90 percent of the land will be from the government.

    The firms will give direct employment to up to 90,000 people, Samarawickreme had said. Another 310,000 indirect opportunities may come.

    China now pays about 500 to 600 dollars per worker but in Sri Lanka the salaries are about 150 to 200 dollars, Samarawickreme had said.

    Already 50 Chinese financiers have come forward to invest in the Sri Lanka-China Logistics and Industrial Zone, State Minister of International Trade Sujeewa Senasinghe said.

    He was speaking to the media at the Department of Government Information yesterday.

    State Minister Senasinghe said that Chinese Ambassador to Sri Lanka,Yi Xianliang has confirmed that 50 investors have already given the green light to invest in the Mirijjawila, Hambantota Industrial Zone.

    “The confirmed investors are only from China. Fifty is a very small number of investors to China. Our target is to receive 2,000 foreign investments for this industrial zone” Senasinghe said.

    Pointing out the importance of the strategic location of Sri Lanka, He said that Chinese President Xi Jinping has shown a special interest in Sri Lanka as a capitol in the new Silk Road.

    “The government is expecting 5 billion USD basic foreign investments to the Hambantota Industrial Zone within the next 3-5 years, State Minister Senasinghe further said.

    Minister Senasinghe also refuted the allegations that a million Chinese workers will be working in the Hambantota Industrial Zone.

    “It is a false allegation, State Minister Senasinghe said. All workers in the factories will be Sri Lankans,”he confirmed.

    “Why should someone think that we would launch projects for the prosperity of the Chinese is beyond us,”the State Minister said.

    “The monthly salary of an average Chinese worker is 800 dollars. In Sri Lanka, it is 200 dollars. Therefore,it is highly unlikely that Chinese employees would be interested in working here,” he said.

    “There is a legal framework in the country, which does not allow any and every foreigner to come and work freely in this country.The Chamber of Commerce only gives a few liecenses for foreign employees, who are mainly experts on certain subjects, to come and work in Sri Lanka,”Senasinghe pointed out.

    He further pointed out that the basic salary for workers in the zone will be around Rs.40,000.

    “If the employees are skilled and properly trained, they may even get an income around Rs.80,000 to Rs.90,000. The government is focused on establishing training colleges and institutes to create a suitable workforce as the employers would demand,” Senasinghe said.

    Future Prospects for Hambantota

    China Merchants Group Limited, the Company’s parent company, has rich experience and resources in implementing the “Port + Park + City” Model (e.g. Shekou, Zhangzhou). The significant landmass of the project (approximately 11.5km2 port area) gives leeway for the Company to implement and capitalize on the said model to add substantial value to the port operations and development. Furthermore, the Company has also entered into a cooperation framework agreement with China Harbour to explore possible future cooperation and joint development and operation in relation to the Hambantota Port and the industrial park adjacent to the Hambantota Port. As at the terms and conditions for such cooperation is yet to be finalise, the Company will further disclose when such cooperation materialises.

    තව හෝරා කිහිපයකින් අපේ රටේ අනාගත ආර්ථික හදවත වසර 99කට අපට අහිමි වෙයි. එය නැවත අපට ලැබෙන්නේ ක්‍රි.ව. 2116 වසරේදීය. ඒ වන විට අප කිසිවකු ජීවතුන් අතර නැත. අද උපදින දරුවා පවා නැවත වරාය අප සතු වන විට මිය ගොසිනි.

    ලෙනාඩ් වුල්ෆ් 1910 සිහින දුටු හම්බන්තොට වරාය වසර 100කට පසු යථාර්ථයක් බවට පත් කොට ගෙන වසර 10ක් එය භුක්ති විඳීමට නොහැකි වූ අවාසනාවන්ත ජාතියක් බවට අප තව හෝරා කිහිපයකින් පත්වෙයි.

    වර්තමාන ලාංකිකයාගේ උපරිම ආයු කාලය දැන් වසර 75කි. ඒ අනුව හෙට උපදින බහුතරය ක්‍රි.ව.2092 වන විටත් අපේ රටේ ආර්ථික හදවත අහිමි යුගයක හුස්ම ගෙන මිය ගොසිනි. අපට නැවත වරාය හිමි වන විට ක්‍රි.ව.2042 වසරේ උපදින අපේ මුනුබුරු පරම්පරාව ද සිය පරමායුෂ කෙළවර කර අවසන්ය.

    China Merchant Port Holdings Company Ltd. (CMP) is eager to work with the Government of Sri Lanka in developing the Hambantota port and the Southern region, Deputy General Manager, CMP, Hang Tian told the Sri Lanka Economic Summit 2017 last week. He said mega projects of this nature will help drive large scale investments to the country and create a host of jobs for Sri Lankans.

    “The project will help bring about a transformation in the region with large scale investments from across the globe. The agreement is not only to manage the port, but bring development to the region,” Tian said.


    Siting examples of how CMP is recognized and expanded its operations through out the globe Tian said the company played a key role in the development of the Colombo International Container Terminal (CICT) since it won the bid to develop the terminal in 2009.

    CMP, a diversified conglomerate has assets exceeding USD 14 trillion and profits USD 16.6 billion as of last year. Its portfolios comprise transportation, finance, ship repairing and city development.

    Tian said Shekon, which was a mere fishing village 38 years ago is today an industrial city. Mega projects bring enormous benefits to the cities and countries. Private sector led investments should be the focus in development projects as governments alone cannot carry out large scale projects.

    “Willingness to change, political stability and transparent administration are vital for development,” he said. China Development Institute Vice President Dr. Qu Jian said the Shenzhen Special Economic Zone (SEZ) is a huge success story of setting up (SEZ) to develop countries. SEZ attracts global investments which helps development. Shenzhen Special Economic Zone set up in 1980 is the first SEZ in China. Seven other special economic zones were subsequently established.

    John Keells Holdings PLC, Head of Legal, Secretarial and CSR, Nadija Tambiah said the legal system in the country is quite robust to support and facilitate mega development in the country. “We have seen how the legal system has helped mega development projects such as the ports and highways take off,” Tambiah said.

    However, expressing a different view, Ministry of Megapolis and Western Province Development Project Director Lakshman Jayasekara said that the legal framework in the country is not supportive for development.

    Under the Witness of the Leaders of China and Sri Lanka, CMHI Signed Two Agreements with the Government of Sri Lanka

    According to the agreement, a project company (the "Hambantota Phase II JV") will be established jointly by the China JV and the Sri Lanka Ports Authority for the purpose of development in the Hambantota project, with the China JV providing capital contribution of approximately US$391 million in cash for a 64.98% stake in the Hambantota Phase II JV, and the Sri Lanka Ports Authority injecting assets, including civil engineering works and equipments, worth approximately US$210 million for a 35.02% stake. An SOT agreement with detailed terms and conditions to be negotiated, based on the foundation set up through the execution of the agreement on key terms of the Hambantota project, will be signed between the government of Sri Lanka and the Hambantota Phase II JV, whereby a 35-year concession right, extendable for another 5 years upon expiry, for Phase II of Hambantota project will be granted to the Hambantota Phase II JV.
