If I recall correctly, I was contacting the U.S. Embassy in Shri Lanka back in December / January. To coordinate a neutral delivery location. After reaching out to the Boston, MA agency in charge of communicating with all Embassies, I was put in touch with U.S. Customs. Their process is very strict and lengthy as the transaction involves a Third Party involvement. Their recommendation was to arrange a “physical” address in Shri Lanka and have the items shipped via an International online product company, such as, Amazon. The product could be shipped to a business, P.O Box or random family member or friend.
