As Lahiru mantioned it doesn't really matter what they are, as long as they are taken in yearly as cost savings.
VOC - Vehicle Operating Costs
VOT - Value of Time
PCU - Passenger Car Units (a measure of traffic flow)
Normally these benefits will be accrued with the implementation and are taken into consideration in sensitivity analysis.
