hehe this not gonna happen.
Even if they do it some other company will offer connections to all sites for market competition. So all will gather around that ISP and they earn big money coz they give open connections.

There is no law like only they can setup ISPs, new ppl can setup ISPs too. So this will not gonna happen. If this gonna happen then their is no need for search engines becuase only few sites exist on the internet. Google, Yahoo will go down hehe.
So even they will setup ISPs and give open access internet. They have money to setup tons of ISPs in every country.
