PLOT
Set in New York City, amidst the shadows of the Statue of Liberty and the United Nations. In this new day, CTU has been renovated and is run by Brian Hastings. The season begins with President Taylor and President Hassan trying to come to a deal between their countries. An informant who has worked with Jack in the past shows up at his door saying he has information about President Hassan's assassination at the UN. When trying to transfer the informant back to CTU, the helicopter is blown up with a rocket launcher and they are stranded on the roof. Meanwhile back at the UN, a reporter is having an affair with Hassan and is causing tension between the family and his advisor.

PLOT

Jack agrees against his better judgment to go back and be debriefed at CTU. Meanwhile, Dana discovers a lead named Meredith Reed, the reporter having an affair with Hassan, after incriminating files were found on her computer in her apartment. However, Chloe thought this was too easy of a discovery and thinks that whoever is behind the assassination set these files on her computer to divert CTU elsewhere. She tells Jack to talk to Hastings because he won't listen to her but Jack says no because he wants to go to LA with Kim. When Kim gets to CTU she convinces Jack to stay until the conflict is solved which he does. He then takes weapons and follows up on Chloe's lead named Davros, the same man who shot the helicopter with the rocket launcher.

PLOT

Jack Bauer discovers the police officer and his wife, both murdered; he is then apprehended by two NYPD officers, one of whom takes the opportunity to revenge himself against this supposed "cop killer." Meanwhile Dana is confronted by a mysterious figure from her past, Kevin, who forces himself back into her life by threatening to expose a secret she is hiding from CTU. President Hassan confirms the rumors that he is having an affair with Reed, and provides a personal assurance that she is not involved in the plot against him. The UN treaty meeting is then broken up by intelligence from Reed's computer, which indicates the presence of a bomb; Presidents Hassan and Taylor are evacuated via different routes. Jack is freed from his imprisonment by the attacking cop's partner, who confirms that "Mike Farmer" is now on the UN security detail; he calls CTU at once, and Ortiz risks his life to cut off Hassan's motorcade just before Davros triggers his explosive.

PLOT
Ortiz survives and chases Davros back into the UN; though Davros is killed, tattoos on his body link him to the Russian mob, who now become the main suspects orchestrating the hit on Hassan. CTU realizes that Renee Walker worked undercover to infiltrate the same Russian mob, and she is recruited by CTU to find out new leads tracing to this mob. Jack finds himself concerned for Renee's safety and state of mind, as she had suffered a major breakdown after the events of their previous collaboration; he decides to go undercover with her. Autopsy on Davros' body reveals that he was exposed to weapons-grade uranium, and President Hassan reveals that Farhad was approached by shadowy individuals who offered to sell some to their country. Farhad, his cover blown, stabs a CTU agent and makes his escape, linking up with a Russian mob figure named Bazhaev (Jurgen Prochnow), who indeed has uranium for sale. Renee offers to track down one of her old contacts, Vladimir Laitanan, by meeting with Ziya Dakhilov, who has a connection to Vladimir. Renee saws off Ziya's thumb to remove his parole bracelet, in order for him to help Renee.

PLOT
After bandaging his hand, Renee convinces Ziya to take her to Vladimir with the promise of a cut of the supposed deal with Jack. Back at CTU, Chloe and Dana finalize Jack's cover. He is to pose as a Munich-based arms dealer who met Renee in Mexico City following her release from prison. This information is relayed to Jack, who fills Renee in as she and Ziya arrive at a warehouse where Vladimir is staying. Despite Renee answering Vladimir's testing questions accurately, he takes her and Ziya to the side of a river where he kills Ziya and interrogates Renee. Finally, he believes her, and it appears that Renee is successfully back in the syndicate. Meanwhile, President Hassan has been forced to essentially invoke martial law in his home country to prosecute those who were part of the plot to kill him and to regain power, which he emphasizes to President Taylor is necessary to retain his leadership. President Taylor however sees these human rights violations as a serious enough reason to call off the peace talks with Hassan.
