TRC Sri lanka will not release LTE 4G licenses until 2017. So to make this technology public, you have to wait till 2017.

The reason is the frequencies used by 4G are currently in use by TV stations in Sri Lanka. So first, we have to convert to digital TV and release these frequencies. After that only operators can install LTE. TRC expects to wait till 2017.
