    Non of the relevant party didnt take the responsibility for the share of their action
    TRC could have come forward and announce of the newly enforced policy .
    So do SLT

    Customers had been harassed for months without knowing what to do or the cause of the sudden reduction of Qos or dead silence from the government.

While you people are trying to make broadband like dedicated bandwidth leased lines (speeds below 50% are unfair... above 75% is basically asking for a dedicated bandwidth line with 1600LKR),

    BREAKING NEWS man, the millions who do not fall in to the 2% of computer users in Sri Lanka are slowed down by FUP's you'll implemented (yes, yes, you didn't!! you say! but those political tactics which work for the 99.999% of Sri Lankan's don't work with me). Washed hands leave traces.

    P.S. there are no titles or certificates for people who do social work eating one meal a day to avoid medical conditions, spending what little money for others, bring interest of the internet to the poor, guiding them to internet cafes to get to know the internet (Which are now slowed thanks to you'll!). May be you'll should bring in new regulations to appose that as well, because it is WHAT I DO, AND HAVE BEEN GOING FOR YEARS, haha

    This is the thing. Torrents are not illegal. Even the US government cannot prove it. Its like the internet... can be used for good as well as bad. Everything in this world is a two way sword.

    If you do Microsoft Exams you will know that there are certain stuff you need to download to complete your exams... Test dumps, Simulators, DVD examples... etc... and yes there are people who download movies also... this is not the problem. Because SLT or any service provider is not paying for what is downloaded!!! they don't pay per GB... they just pay for speed...

    From leaked information I'm getting so far, there is a dispute within the SLT management about the FUP, let say some big shots within the management is highly connected with the TRC (thats how they thought of getting away with implementing a secret unapproved FUP).

    As SLT's turn-overs have dropped from Rs. 8 Billion to Rs. 2 Billion, and the CEO of SLT is responsible... Aka... SLT is going bankrupt. So they need money... which why the FUP was set forth and asked money for GB. Now that our, letters, calls, faxes to the TRC they know that this unofficial thing has become a official problem. Which is why the TRC after keeping quiet for so long slammed the issue at SLT, saying they are not responsible.

    Remember the SLT was using TRC to scare and control people.. coz most people think they cannot appose government regulations (anduwata bayawela). I have a voice recording from SLT manager saying that. But I cannot produce it because its illegal to record conversations in another residence.

    But keep advertising of the Unlimited packages does not fit to the scene does it ?

    And in the other hand
    Status of the Dialog and even Lankabell is also the same. Is there something to do with this SLT ?

    I don't quite follow you.

    Last time I checked Lankabell was only planning on implementing a FUP. Remember that SLT owns the to base stations for the optic cables that connect Sri Lanka to the world.

    Here is the thing... The TRC wanted people get full optimum speed on broadband. There is a quite big theory on the TRC's side. They say, paying per GB allows ISP's to buy more bandwidth allocations.

    This is the thing. SLT, Dialog, Lankabell pay for bandwidth allocations on the underwater cables. Bandwidth allocations meaning Speed! not volume... Example, SLT would have a 1000Mbps line and they can download Unlimited GB's at the Maximum Speed of 1000Mbps... Now here is the problem... This means SLT can only have 1000, 1Mbps broadband users downloading at a time to get full speed.. but the problem is 1000 users cannot afford the price of the 1000Mbps line.. so the provider oversells.... SLT might have 5000, 1Mbps users on one 1000Mbps....

    So when 400 people are always online and download non-stop only 600Mbps is available for other users. So every-time 1000+400 1Mbps users come online the line is throttled on per connection basis not per line basis... so a user downloading a torrent with many connections he/she would get full speed during even high traffic times. While his use hinders the speed of a single connection user... (viewing a website), this is the theory of shared bandwidth...

    Now as the TRC is starting forcing ISP's to improve speed, SLT had put all the heavy users (ones that download more than 20GB) into a separate bandwidth allocation.. something like a 150Mbps... so as torrent downloads continue on this line with heavy users, regular website browsing (single connection) gets highly effected when you are in the heavy user allocation. But this ensures regular users who download one page or two using single connections don't get affected.

    But the sad part is that there aren't many regular users online on the 1000Mbps allocation and they never overload the 1000Mbps allocation... there is ample bandwidth left on it... not used... which is why I asked the TRC to make SLT throttle heavy users on priority basis... So heavy users utilize free bandwidth on the 1000Mbps line when its available.

    Then why do they still promote Unlimited packages ?
    Why dont they just stick to limited ones ?

    Other thing TRC is trying to reduce the chargers . And that may have force SLT to this desperate actions.

    Personally I myself have no good image on trc as well .
    Anyway we have no reliable information to come to conclusion do we ?
