7700x is more recent and is more capable (going by all the benchmarks released so far)
if I'm not mistaken 5800x is essentially a higher clocked 5700x
but for 5800x3d was the best cpu for gaming until the new intel cpus came in
so it depends on the workload and the cost. if you can get your hands on a cheaper 5800x 3d it's still good value considering the higher costs in going for ryzen 7700x (it's ddr5 only)
