are there any fish experts in elakiri? i really need some help in figuring out if my fish has tuberculosis or not

i just noticed today that his eyes were sort of popped out and skin colouration was dull..
when i bought the fish (about 4 months ago) he seemed to have deformed fins and of course had trouble swimming.

i will try and post a few pics...

PLEASE HELP!!
