Yes it is. I'm experiencing dial-up speeds on my SLT 4Mbps connection today.
Btw it's only for international bandwidth.
    If you try sites like,
    http://www.gov.lk
    http://www.defence.lk/
    http://www.sltnet.lk

They will load like a flash.

Yeah the international sites are the ones having the problem, but those are the sites we access most of the time..
i hope SLT fix the problem very soon.. any chance it could be becoz of the rain?
did anyone contact the TRC about this?

    SLT suckszz

I called SLT about this this is what they told me,

If you have Unlimited Download connection (I have 512kbps)
When you reach 20GB per month your download speed will be slow like 58kb to 3kB. and this is due to government regulations lu :(

No Downloads for us :(

I just used up my 20GB in 10 days :D

dan ithing hulang thami next month wenakang :growl:

    There's no such regulation

There's no such regulation to limit downloaded data
But there is something to increase download data to 1.01 Mbps for all broad band packages (this regulation, still to be approved, will define 'broadband' as above 1.01 Mbps :lol:). And slt is doing the exact opposite for us.:frown::frown::frown:

I'm having the same problem .... download speeds are 7-12 kBps (single thread), 20-30 kBps (direct-multi thread)
but torrents heavily based on openbittorrent.org and piratebay (which means torrents which are movies or TV episodes, games etc...) were slow due to being that those two sites were down for days. Such downloads gave me 15-20 kBps.

torrents not based on pirate bay gave 50 kBps (and such torrents are rare)

So effectively, surfing speed is around dial up :no::no:, down speed is something like 10-15 kBps :growl::growl::growl:

    damn it !!!!!

I have the same problem with Speedtest.net .. hw can they simply have an FUP without warning the users about it. and why an FUP for 512Kbps connection.. thats just unfair man.
sum1 needs to find out more about this problem.
