if you do the research . you must have known central transportation hub is moving towards kottawa or have planed to be there. yes one main reason for the traffic is central bus-stand and fort railway station as you correctly mentioned everyone comes to take busses to every corner. I urge
you to do some research on proposed central bus stand and Mono rail systems which eliminate the fact that you need to touch into fort to take busses or trains
