1) Yep, brake pedal and accelerator should only be applied using the right foot when driving - using left foot to hold the vehicle stationary while using right foot to start applying the accelerator when starting from a standstill on an incline is perfectly acceptable and advisable if the car isn't equipped with hill hold assist - it's just like using the handbrake to hold the vehicle stationary on an incline while controlling the clutch and the accelerator of a manual gear vehicle is safe and often advised by car manufacturers.

What you should not do is using the accelerator to keep the vehicle stationary on an incline.

2) Look up how hill start assist works - it holds brake force applied for the time it takes the driver to take his foot off the brake pedal and start applying the accelerator - this is how it's done manually.
