    Bank loans at concessionary rates for ex-LTTErs


    The Government has decided to grant bank loans at concessionary rates to ex-LTTE combatants for self-employment purposes, officials said today. The parliamentary oversight committee of the Rehabilitation and Resettlement Ministry has discussed this matter and decided to proceed with the granting of loans at low interest rates to the ex-combatants reintegrated into society after rehabilitation. We have to work out the modalities, an official said.

    Mahinda Rajapaksa has allocated Rs. 525 million loans for LTTE ex-combatants

    Nearly 4,700 applications from rehabilitated ex-combatants are now being processed to provide loans to them to start livelihood projects. President Mahinda Rajapaksa has allocated Rs. 525 million to assist the rehabilitated cadres and those affected by terrorism, Commissioner General of Rehabilitation Major General Jagath Wijetilleke told the Sunday Observer.

    Of the 11,632 ex-combatants nearly 40 percent benefited from the loans provided during the first and second stage which covered nearly one-third of the ex-combatants who had undergone rehabilitation.

    The Commissioner General said the loans will be provided through the nearest Bank of Ceylon branch when the applications are received by the Government Agent through Grama Niladharis and Divisional Secretaries. The applicants are entitled to receive a maximum loan of Rs.250,000 after submitting a project proposal elaborating on the project they wish to launch as their livelihood based on their skills and the vocational training they had received during rehabilitation.

    "The loans will be given to them this year after their applications are processed by the Government Agents and then sent to the Rehabilitation Authority under the Prisons Reforms and Rehabilitation.

    The payment will be released through a Bank", he said.

    He said the Social Services Department is also providing Rs. 3,000 per month for those maimed and Rs. 25,000 as livelihood assistance from the funds allocated by the President to assist rehabilitated ex-combatants and those affected due to terrorism

    Asked whether ex-LTTE cadres would be given an opportunity to support reconstruction and rehabilitation similar to the projects undertaken by the military, the Major Gen. said that two weeks ago former combatants had helped villagers at an isolated village in the Kilinochchi District. The official expressed confidence that ex-LTTE personnel could play a pivotal role in rehabilitation and reconstruction projects.

    1. Credit Facilities up to Rs 250,000 to those who were reintegrated in to the society



    The proposal made by Mr Chandrasiri Gajadeera, Minister of Rehabilitation and Prison Reforms, the Cabinet decided to introduce a scheme through a State Bank to provide loans up to a maximum of Rs.250,000 for self employment purposes, to 10,375 persons from the North and East who have successfully completed the rehabilitation programme conducted by the Commissioner General of Rehabilitation.
    10,375 former LTTE cadres who were rehabilitated have now been reintegrated in to the society after having provided them the vocational training and 765 personnel are yet to be reintegrated.
    As an initial measure a sum of Rs 300 million will be released to the ministry of Rehabilitation and Prison Reforms for the purpose of providing loans to 2000 persons recommended by Divisional Secretaries. Credit facilities to persons of this category who wish to pursue vocational education will be provided through Bank of Ceylon at the rate 45 interest.

    Mar 01, Colombo: The Sri Lankan government has released Rs. 300 million to the Ministry of Rehabilitation and Prison Reforms to provide loans up to a maximum of Rs.250,000 to the rehabilitated former Tamil Tiger combatants to start their own employment.

    The Cabinet of Ministers has approved a proposal made by the Minister of Rehabilitation and Prison Reforms Chandrasiri Gajadeera, to introduce a scheme through a State Bank to provide the loans to the rehabilitated LTTE cadres.

    The government has reintegrated 10,375 former combatants from the North and East into the society following the successful completion of a rehabilitation programme conducted by the Commissioner General of Rehabilitation.

    The reintegrated cadres have received vocational training as a part of the rehabilitation process to enable them to be self-employed.

    Another 765 cadres are still in rehabilitation centers waiting to complete their program and be integrated.

    The Ministry plans to provide loans to 2,000 persons recommended by Divisional Secretaries. Credit facilities to the recommended persons will be provided through Bank of Ceylon.

    During and immediately after the final phase of the war 11,700 LTTE cadres have surrendered to the government security forces or arrested by the security forces.

    The government says it has spent Rs. 2.5 billion on the rehabilitation of ex-LTTE cadres since the conflict ended in May 2009.
