I really do not know about DBA's role in a company. But a PM has the overall responsibility of the project. He should make sure that the project is delivered on time within the agreed budget. There are nine knowledge areas in PM that you will learn when studying PM. BTW just google it and you will get hundreds of articles describing each role precisely
