Looks like they are going to ignore the IELTS requirement. They were discussing about bringing in something like 6 overall when applying for citizenship. Then it lowered to overall 5 or something.

But even for that, there are a lot of objections from everywhere. So they will probably ignore IELTS story for citizenship but the discussions for the duration from 12 months to 48 months after PR is still going on.

The current rule is total 4 years in Australia on any visa and 12 months soon after PR.
