mostly they say it's due to heavy traffic, but if there is heavy traffic, if we use a download accelerator, it should increase its speed. But, even if we use an accelerator, ssume that it is grabbing data from 5 servers. Then it would get shard from 180kbps. (Whereas 180kbps / 5 server connections) where each would be around 36kbps.. but in reality, without such limitations, it should be 180kbps * 5 server connections where the speed should increase upto atleast 900kbps which NEVER happened in history of Dialog HSPA...(to be honest, until now it didnt reach 250kbps atleast)
