I am stating the following just as an answer to this question; I have no intention of comparing Buddhism with Islam.
Yes, but it's different from Islam or Christianity
because the hell and heaven in our religion are realms/worlds just like ours (actually Buddhism discloses about several hell & heavenly realms).
I mean, they are all finite - for e.g. there's birth and death.
True, it is inconsistent with your religion; but consistent with our's
we believe in a Samsara - which is a succession of lives...
In Buddhism too, the hell realms are associated with essential suffering (to different extent - in different ones); and heavenly worlds with the opposite.
But, to us no world is free of suffering (because, we believe all the lives to be impermanent); the solution given in Buddhism is Nibbana - which is, in simple terms, exiting from the Samsara.
