can i play downloaded games in ps 2 with out a modi chip ?

guys i hv seen some sites say that i can play downloaded games in ma ps 2 with out modifying it they say download PAL games some thing something is it true ? n if any body knows how to do that can u plz tel me thnx cheers ..............
