Why did inspector shadow arrested Mr Brown?

INSPECTOR SHADOW GOT A CALL FROM THE POLICE THAT THERE HAS BEEN A HOMICIDE.SO HE RUSHED TO THE SPOT.IT WAS ON THE 3RD FLOOR OF A APARTMENT.

He saw a body on the floor, covered with blood. He asked what happened. The local sheriff told him that this man was a shot behind on the head.Dead at once.
Shadow asked if there is any witness. Sherrif told MR Brown was there when it happened.
Inspector shadow asked Brown what happened.
Before that shadow saw that there was a television and a computer in the room where the murder happened. They were switched off.
Mr brown told the story “I was in the toilet when suddenly I heard the sound of thunder and suddenly there was a flash and whole place went dark.it was because of lightning,I think.i came back and suddenly the lights came back and I saw him lying in the floor.i called police immediately.when I went to the toilet he was watching the tv.
Shadow looked at him and asked, “What did you do when you saw the body”?

Brown said “I told you I called the police immediately and came down the stairs and got my car and went to the police station”
“you did not touch anything in this room when you saw the body?”shadow asked

There can be too many conclusions. But I need to see the body first.

If the guy was watching the TV, then he must have been seated. If the shot was on the back of his head, he should have fallen on to the seat, not the floor.

If it was quick enough, I can touch the TV and see whether it has been switched on as Mr Brown said.

Have to ask the caller who answered the call at the Police station whether he heard a sound of the TV. Because TVs don't switch on after a power failure...

Mr Brown said he went to the police station straight-away. Without wearing clothes? since he was in the bathroom...

Where is the remote controller of the TV? It has to be near the body if the victim was watching TV.
