Samsung printers are the cheapest.

Mine is ML-1666 Rs. 7500/= (you may not be able to find this one at Unity)

Advantages - you get a original cartridge with 1500 page capacity.
disadvantages - refilling requires making a microcontroller circuit and resetting the chip. Another option is to short 2 terminals in the chip.

You can get Hp laserjet pro 1102 for about Rs. 9000/=

Advantages - refilling easy. Alternative cartridges are also available.
disadvantages - starter cartridge with 700 pages.
