Dialog internet sloooooooooooooooooow

Hi everyone!
Usually when I tether my phone to my computer and connect to the internet, download speeds are around 300-400kbps. Today, they were at a maximum of 50kbps. I noticed this on one of my friend's connection & a relative's as well. Any idea on what's going on? Thanks in advance!
