Many of us are not aware that the petrol kiosk pump has a return pipe-line (in Pink ). When the petrol tank (in the car) reaches full level, there is a mechanism to trigger off the pump latch and at the same time a return-valve is opened (at the top of the pump station) to allow excess petrol to flow back into the sump. But the return petrol has already pass through the meter, meaning you are donating the petrol back to our petrol to the Government OF Sri Lanka

It is not true or partially true. The pipe line which you say is "return pipe-line (in pink colour)" is infact the sensor to stop the pump when tank is full. When tank is full it sucks only a few micro liters of petrol and then senses that tank is full and thus it stops the pump motor.. ;)

May be have this kind of system to avoid fuel overflow to the out side and little fuel will go back to underground tank. This should be a safety measure to protect from some hazards. I think it will be good for both parties (Customer and merchant ).
But we have to pay little money for it .
