Downloading!

When I try to download videos, a message comes up and say YOU HAVE TO WAIT 68 seconds blah blah blah.
This happens always!
What is the reason for this?

As the message says you have to wait around 1minite between each download.
And you have only 2 posts, can't see any good contribution to the community from you too.
