A louge suit is what most of us would call a normal suit.

Black tie would mean bow tie.

Lounge suit would mean a normal suit, shirt and tie and for the women it would mean that you can dress up a little more that you would normally for a wedding. Nice skirt or dress or some slacks and a sparkly top, etc.
