hello guys, i want some help from you. if you can !!!!

i want a menu that like elakiri chat bar (cometchat) menu. when a icon (16 x 16) clicked a menu appear up side. i searched google, but i cannot found menu like that. remember guys, no div tables. only hyperlinks. menu want be appear when href hyperlink clicked.

i am builded a toolbar like cometchat, now i want to add a chat function. finally i found a chat program. it is work fine. now i want to find a menu. please help me.....
