Excel if Function

I want an if function to find the second two digits of a nunber is less than 08

eg.

No answer of the if function
should be
10685978652456 0
60732578924568 0
20865895785211 1
30956782018284 1
81101452358895 1



Please help me

is another alternative.

where A1 = is your number(10685978652456 0)

think he want 1 & 0

=IF(ABS(MID(B2,2,2))>8,"1","0")
