    අලුත්ම නිවුස් එකක් තියෙනවා ඉකොනොමි නෙක්ස්ට් එකේ. ඒකේ කියන විදියට බඩු ඇවිත් තියෙන්නේ රත්මලාන ගුවන්තොටුපලට. මේ මාසේ අගදි පටන් ගන්නවාලු ටෙස්ට් කරන්න.

    ගූගල් එකයි රජයයි ගහන සමාගමෙන් 25%ක් රජයට හම්බ වෙනවාලු. ඒක දෙන්නේ නොමිලේ ලූ. තවත් 10% කෑලි ලොකු ටෙලිකොම් සමාගම් වලට මිලදී ගන්න කියලා ආරාධනා කරලා තියෙනවා ලු.

    Google Loon, a reality soon

    The Managing Director/Chief Executive Officer of the Information Communication & Technology Agency of Sri Lanka (ICTA), Muhunthan Canagey last week said that Google equipment to commence ground tests have arrived in Sri Lanka while arrangements are now being made for cargo clearance. Replying to a question posed on Twitter on whether Google’s Project Loon would be rolled out by the originally stated timeline of March 2016, Canagey said, “Will do our best to get the service rolled out. A few months here and there should be expected”.

    Project Loon is a research and development project being developed by Google X with the mission of providing Internet access to rural and remote areas. The project uses high-altitude balloons placed in the stratosphere at an altitude of about 18 km (11 miles) to create an aerial wireless network with up to 4G-LTE speeds.

    The Sri Lankan government first announced the ‘Google Loon project’ on July 28, 2015 following the visit of Google Vice President and Project Leader on GoogleX Project Loon, Mike Cassidy to the country. On behalf of Google, Cassidy then signed an agreement with Canagey who then represented the Sri Lankan side and promised that the project would cover the island with 3G internet.

    Meanwhile, Deputy Minister of Foreign Affairs, Dr. Harsha De Silva in an exclusive interview with Nation said that Minister of Telecommunications and Digital Infrastructure, Harin Fernando had during the second week of this month, traveled to the US to meet with the CEO of Google and discuss details pertaining to the Loon project.

    “The project is on track. In fact, Minister Harin Fernando, Ruwan Wijewardena and I sit in the Inter-Ministerial committee for Digital Infrastructure. Today (13) as we speak Harin is on the way to Google to meet with their CEO and also meet with others on the Loon project. Due to commitments in Colombo I couldn’t go. When he comes back we’ll see,” De Silva said.

    On the other hand, the Indian media last week reported that the Government of India was open to allowing pilot projects and technological experiments by companies such as Google and Microsoft although the final approval for projects such as Google’s Project Loon and Microsoft’s Project White Spaces would be subject to these projects being deemed as consistent with India’s broader security requirements.

    ECONOMYNEXT – Sri Lanka has signed a one-year deal with Google to start flight trials of Project Loon, a research and development project of the Internet giant aimed at providing broadband access to remote areas using high-altitude balloons.

    “Increasing Internet access will give a fillip to economic growth,” Minister of Telecommunications and Digital Infrastructure Harin Fernando said.

    Equipment for the project has already arrived and Google expects to start trials later this month using Ratnalana airport for landing tests, he told a news conference.

    Google has said Project Loon using balloons placed in the stratosphere to create an aerial wireless network with high speeds as fast as 4G will enable Internet access that’s faster, easier and cheaper.

    Sri Lanka’s government will not have to invest any money in the project and its contribution will be to provide spectrum for which it will get a 25 percent stake in a company to be set up with Google, Fernando said.

    “The government will retain the rights to spectrum because spectrum will be given by the Telecommunications Regulatory Commission.”

    Sri Lanka’s top telecos have been offered a 10 percent shareholding of the company, Fernando said.

    He said they had held talks with local telcos and all except one were supporting the Loon project.

    Fernando said only 26 percent of Sri Lankans use the internet and that studies have shown giving greater access is one of the easiest ways to increase economic growth.

    A 10 percent increase in the proportion of a country’s population that’s connected adds 1.2 – 1.3 percentage points to economic growth, he said.

    Google loon to start testing in Sri Lanka this month

    Feb 01, 2016 (LBO) – Project Loon from Google x is to launch its preliminary testing in Sri Lanka this month, Managing Director of ICTA, Muhunthan Canagey said.

    As per the initial agreement, the maximum test period will be one year and based on the test results a fully fledged agreement is to be signed.

    “We will have an entire group of people who will participate in this test and then we will have results from all these individuals,” Canagey said.

    “Thereafter we would actually put those tests back to the inter-ministerial committee appointed by the cabinet and get the approval.”

    In terms of the agreement, the government will allocate the required spectrum for the project and will obtain a 25 percent share of the company which will be set up for the project.

    “There is not a single cent of the government is going to actually put in. In fact we will get the share holding in the company,” Canagey emphasised.

    “We, including the finance minister, believe that it’s not about selling spectrum any more; we must get a share of the business so that the state will create value on the big investment assets.”

    Project Loon will provide balloon-powered internet access in Sri Lanka with a network of balloons traveling on the edge of space. It is initially designed to connect people in rural and remote areas to help fill in coverage gaps.

    One balloon is expected to last over 180 days. Internet service providers can connect their networks through these ‘floating towers’ thus reducing transmission costs.
    Canagey added that this disruptive technology lets the market forces to compete for lower prices with higher speeds.

    “The whole idea for us is to bring innovative technology to cover the whole country and to increase the speed,” Canagey pointed out.

    “When these balloons coming and offering cheaper services the Telcos will start using the balloons,”

    “The local base stations will have to start competing and giving much higher band width since these balloons will cover much bigger area,”

    “Then you have the base stations manufacturers; we have to reinvent their whole thing and bring down the prices to make sure that they can compete with it,”

    “Then the cable operators will start saying that we will give higher capacity. So the cycle keeps changing.” Canagey further said.

    Telecommunications Minister Harin Fernando told reporters that 90 percent of telecom operators have unofficially agreed the project to go ahead.

    “The Capex cost of the Telco operators is going to be very low because they would no longer want to invest on base stations,” Fernando said.

    “We have also suggested that they will give the company’s 10 percent shareholding of this particular Google loon project,”

    “I don’t see any reason why they should be worrying about it but we have not had any official discussions about it but I will speak to them,”

    “But 90 percent of them were completely ok except for one company who has a vested interest I probably think.” Fernando further said.
