GTAIV is a resource hungry Game. Did u tried to lower the graphic details in Game options. Also consider Overclock your Processor and VGA. this will add more FPS to your games

8500gt is not gd for gaming
to play gta ,its better to have a 9600 atleast

You must Use Latest Patch for GTA IV (A patch you can find a Crack), GTA 4 had so Many Perfermonce problems. Better you use Latest VGA Driver also.

And Keep Graphics settings Low (Beacause your VGA not Much good for Gaming).
