    It could shorten the bone length machang. That happens even when a grown up starts lifting heavy weights. Until you are like 25 your bones still have cartilages. Its softer than the hard bones. I wouldn't recommend a youngster to start lifting weights. But certainly he can build muscle strength by other means.

    Unless you are 20 don't think about body building. Build you cardio capacity. Stamina.
