Not exactly.... The risk of heart attack changed only slightly as women transitioned through menopause, making it unlikely that female hormone levels explain these findings. Men are about twice as likely as women to have a heart attack. It's the other lifestyle factors most likely.
Reason is the major changes done by testosterone on human blood.

There seems to be link between elevated testosterone levels cardiovascular issues. This is a bit controversial. However, also Testosterone worsens the damage caused by a heart attack by increasing the number of white blood cells released from the bone marrow.
Recent studies show that the anti-inflammatory drug tocilizumab was given to patients shortly after a heart attack, reduced neutrophil levels and decreased heart damage, with a significantly greater effect in men than in women. Testosterone affects neutrophils through a mechanism that was previously unknown.

Even in Aus the average person does not necessarily administer CPR to a stranger for lot of reasons

CPR can easily break the sternum/ breast bone and also race and gender plays a role

There have been instances of the patient later suing the good Samaritan and that's why there exist the Good Samaritan law

Therefore they rather call the Ambulance

Not sure where that incident happened in the island but if it was the Colombo city the chances of survival, I believe is high, due to accessibility
