I can tell the reason ,one of your files try to start with windows but it doesn't work cause the library file which above mentioned is missing so that's why it may cause
let me ask you a question.? does that message only show up on start up ? if the answer is yes then download the Ccleaner ->go to start up -> remove unnecessary files that you feel to think or make a screen shot here so I will tell what should u remove.
