You can repair install Vista to fix missing or corrupted file errors. System restore is another option (if the problem occurred due to some sort of an update).

I'm suggesting a repair install because it may not be just that single file, after copying that file, windows might ask for another file and so on (if multiple files are damaged). Therefore it is easier for you to do a repair.

Repair install will not delete your data files or installed programs , it will only restore Windows files (But backing up important files is recommended, as a precaution).

There is no straight forward way to do a repair install for Vista like in XP, but you can use the upgrade install option to do the same thing.This guide has a detailed step by step instructions.
