mind due this happens once in a while
Oh, so this is not related to Windows. Hehe. I think once you plug in power to the PC, just wait a couple of seconds before hitting the power button. My motherboard automatically powers up before hitting the power button, but after 1 second, it turns off. Only after that, I should hit the power button. Otherwise, my modem is not detected. I have to unplug the modem from the USB cable and plug it back to get it to work. You know, it was very hard to find why my modem was not detected sometimes. In the end, I just figured it out. Anyways, maybe BIOS updates can solve those minor issues.

    Where I'm now
Almost all the new mobos do self powerup.Usually my mobo do the powerup and then down when supplied power for the first time. But after I shut down..It does shut down but the power remains.USBs are powered up.So I have to turn off the PSU b4 doing sumthing in it.

This is true. But that's not really a feature of a motherboard. It's the ATX standard. The power is controlled through the motherboard.

Anyway, this is not really what we were talking about. The PC powers up as soon as the power is supplied, even before the power button is pressed - true. But if you keep on pressing the power button until it properly starts, without waiting a couple of seconds before doing that, my ADSL modem is not detected in Windows. I have tot unplug the USB cable and replug it for Windows to detect it. This should be a BIOS limitation. Intel's BIOS isn't as mature or comprehensive as AWARD or AMI BIOSes.
