How much a good chineese mobil phone

hi all ,
I have heard that these days chineese phones are cheap.

where to buy those things ? what are the features that I can expect for a buget
around 10,000/- to 15,000/- ?

some says that TV phones are also cheaper , I need you're advice.
I don't need a luxary phone for party show up , but need the hi-tech as max as possible for that price range. I love technology so no matter whether it's Chinese of North koriean.

and 3rd party application support is a required feature I wish to know .

please help me.
