If you're certain your dad will be alright with it, then I say come out to him, whenever the time feels right. Support from a parent at this point would do nothing but help. As far as the step-dad and mother thing, perhaps you'll want to hold off on that for a bit, unless the timing seems right. Go with the flow, basically, things may turn out differently than you expect.
As far as how to do it...I personally sat down with my dad to eat hot wings (our bonding activity xD) and sorta just asked "Hey dad, what would you think if I had a boyfriend?" and he said "Well I think it'd be about time!" Then I waited a bit, and said "Ok, so what if I have a girlfriend?" and he just looked at me weird and said "Should I think any differently?"
