I have caught to a IELTS scam. They promise for particular result and failed to deliver it. I have paid whole lot of money and now dragging returning of money by giving stupid excuses. This person is based in Nugegoda area. Anyone else also a victim of this person?

As far as I know, nobody can guarantee IELTS results.
According to my personal experience most of the IELTS classes are scams and target on students moving for academic purposes. They don't target higher bands wanted to apply for PR. But at the time you register they don't tell you about that.
Most of the time academic requirements are lesser, lesser than 6.5, and sometimes accept average band not a particular band for each format. So the student who has some knowledge in English go over it. And the other thing is we don't know the pass and fail rate of a class.
Most of the tutors trying to do Reading and Listening lessons in the classes (we can do this by ourselves) and seldom do Writing and Speaking which are the most important and difficult to pass.
Nobody try to cover up the basics like grammar. I have met some people tried IELTS more than 10 times.

You Dumb Arse ! I have said so many times, you can't cheat with IELTS, its a do or die thing, study hard just get it or just leave it
May be its not possible now. but in the past it was possible. I know few guys who got good IELTS scores without proper knowledge. Now i dont think its possible

I did my first attempt in 2010 for Academics, its was just showing up, I got overall 6.0 back then, I've repeated the same in this for a mitigation purpose and managed to get 7788 which is sufficient for me and its general.
Im not sure on faking IELTS, I've heard stories from many but didn't get any confirmation for faking it, as a responsible individual I do not recommend cheating, if you are not worth for it just leave it for good.
