Usually the default power plan of Vista is set to "Balanced", in that mode the CPU speed will automatically increase as and when needed, but it will be lowered when idling to save power and reduce heat. Forcing it to run on Performance Mode will unnecessarily heat up the processor because it will not lower the speed even when idling or doing very light work. IMO best power plan for vista is Balanced , which is usually the default option.
