Treasury Bill Auctions happens on each week Wednesdays. So you have to submit documents atleast by Monday.

Eg. Tell the bank you need to invest Rs. 10Mn in Treasury bills at 30% for 3 months. Then they will issue a Post dated for 3 months Treasury Bills certificate once your Bid in successful for the value of Rs. 10Mn. But you have to pay only about Rs. 9.2 Mn. Difference is your interest.

upT Bills can be purchased at any time from the secondary market through Primary Dealers (PDs) or Licensed Commercial Banks (LCBs) registered with the CBSL.
Minimum amount investment for Primary bidders is Rs. 5mn if im not mistaken. Below that amount you are forced to invest in Secondary market.
Primary Bidders can decide on interest rates of the Treasury bills. (Can go upto 34%) But in Secondary market you dont have that option. Max rate is about 23-24%.
Why do people put their money in FDs when this is there?
Main reason is investors doesn't have the minimum investment of Rs. 5Mn to invest in Primary Treasury Bill Auction. The other reason is Investors may be not aware of such investment opportunity exists.
