1.Research papers with proper values, statistics which included the measures that can exclude the effect of public awareness about HIV/condom usage etc
2.Accepted by the med councils (at least majority of them) in world as a principle.
3.Proof for its the best option for preventing HIV other than rest of the safety measures.

the world as a principle DOES accept circumcision as a norm....point in case the fact that most americans and Africans are doing it right now.....not to mention the thousands in most other non-Islamic countries....
and as for proof i can forward a theory....basically common sense....i already proved it....i hope.....that circumcision DOES cut down HIV infection by upto 60%....
and as you say...even thou "safer" ways exist HIV infection is still on a relative rise....why?....coz of poor education...and/or unwillingness of people to use these safe measures....
hence circumcision.....60% is better than nothing right?.....

I suggest that the circumcision age should be at least 10-12 years. Then they can decide by themselves, whether they want this or not. And i dont think 9-10 years old kids are sexually active ( though some were phedophiles
)So they wont have any risk of HIV, or HPV or other STDs.
