I believe the land will remain muddy and sponge and may not be suitable to erect a building at all..

This is from my own experience of living in the Melbourne west, in a new real estate, built on land filled marshy lands, which easily get flooded as the water can no longer get soaked in - saw another example from NSW, on Current Affairs, about a nearby bunt and some terrible s##t associated with it..
