Goto Blogger Template>Edit Html
There find the title tag which looks like <title><data:blog.pageTitle/></title>

and immediately after that add the following code after proper editing

<link rel="shortcut icon" href="URL of your icon file"/>

Remember to replace URL of your icon file file with your icon file's url
