This is a Virus called Brontok (W32/Brontok.T@mm, W32/Rontokbro, Win32/Robknot.Variant!Worm) ...

Install a good Anti-Virus software with latest updates and Scan your whole PC..

On Windows ME, it causes the system to pause during system startup.
It also disables the Folder Options item in the Tools drop-down menu from the main menu bar of Windows Explorer and Control Panel.

Furthermore, this worm restarts the affected system if it finds an open window with certain strings, such as EXE and/or Registry, in the title bar. Hence, if for instance a user opens Registry Editor, or any other executable file, this worm restarts the system.

    Try opening the task manager as well. If you can't, then it's definitely the same virus.

    Folder options retake

    Try going to gpedit.msc and search for "do not show folder options in tools menu" and set it to disabled
    Clean the virus first with something like nod 32

    Yes, but NOD32 is a bit catchy on these types of viruses. :(
