I really appreciate if you could help me to find necessary/budget accessories for my dream aquarium and valuable advises.

Water capacity:
Nearly 260 liters
Water:
Do I have to add some salt/chemicals?
Soil:
Hope river sand is suitable for this? Or do I have to use original fish tank soil/ substrate?
Filter system:
External filter, Power filter or Bio filter
Which one is the best/necessary and low cost filter?
If I go for a external filter what is the necessary filtering rate (liter per hour rate)
What will happen if I use power filter?
Light:
Do I need to match bulb's wattage according to my water capacity?
What is the best theory?
Can I use LED lights? If yes... give me some example/model
Do I use more lights because of other plants?
DIY CO2:
What are the things going to balance by maintaining this?
I have no idea. I really appreciate if you can explain what is the best way to do this?
Chemicals:
Hope I have to maintain pH/KH level and temperature. So, what are the chemicals/methods that I have to use/follow? Or is there anything else that I have to know?

I don't have lot of knowledge on this. Hope small varieties are the best like neon tetra. Advise me some best varieties?
