How i fixed the issue:

1. go into the cuda development kit folder.
normally it was at C:\Cuda
2. go into the bin or bin64 ( dependent what bit OS u are using, 32bit or 64bit )
3. copy the cudart_XX_XX.dll ( xx stands for version number )
4. paste the cudart_XX_XX.dll into the root folder of your game installation.(replace original if ask)
5. rename the cudart_XX_XX.dll to cudart.dll (optional)
6. Start your Cuda supported game
